Every morning hundreds of identically dressed men and woman gyrate in synch to tunes like "Thriller ." The dance routine is the brainchild of Byron Garcia, Who oversee's a prison in Cebu and has taken a novel approach to reforming offenders. If you ask me they look just like most prisoners who would be forced to dance, shorter perhaps, but the same.
